According Tirumala sthala Purana, the legend of the Venkateswara Avatar (incarnation) is as follows:

Once, some sages headed by Kasyapa began to make a sacrifice on the banks of the Ganges. Sage Narada visited them and asked them why they were performing the sacrifice and would be happy for him. Not being able to answer the question, sages approached Sage Bhrigu, which the Vedas, is suspected of having an extra eye on her foot. To reach a solution after a direct determination of reality, went to sage Bhrigu Satyaloka to the abode of Lord Brahma first.
